National Hockey League Headquarters

Is the headquarters of the National Hockey League (NHL) in New York or Toronto?
Yeah, so does the Leafs, so what’s your point? I know for a fact that all their video replay offices are in Toronto, the Hall of Fame is in Toronto, so it would make sense to have the headquarters in Toronto. But, like the UN, the headquarters could be in New York for some weird reason.
