In baseball history, which MLB franchise disappointed most through bad free agents, trades and drafts?

I ask this because the Dodgers have made some really stupid moves for the longest time and I’ve got to know if there was a team who has probably made less wiser decisions than LA over a long period of time. They’ve held onto bad prospects, traded good ones, traded healthy players to get injured players, and on and on and on.
Just some names of players who could have been wearing Dodger Blue that really hurt- Paul Konerko, Roberto Clemente, Barry Bonds, Randy Johnson, Jim Edmonds, Pedro Martinez, Vladimir Guerrero
The Orioles had a GREAT team in 97 or 98- I remember it was something like Bobby Bonilla, Mike Mussina, Rafael Palmeiro, Eric Davis, Brady Anderson. That team should have won the pennant.

I think the facts speak for themselves, the Pirates have done the worst job by far. Bad Free Agent signings: Jeremy Burnitz, Derek Bell and Alejandro Pena just to name a few. In the 2002 baseball draft, the Pirates had the 1st overall pick. Littlefield passed over players such as Prince Fielder, B.J. Upton, Khalil Greene, Scott Kazmir, Nick Swisher, Matt Cain, Cole Hamels and Jeff Francoeur and instead drafted Bryan Bullington who Littlefield said could be a “good #3 pitcher”. Bullington has yet to make any impact with the Pirates, while the others are starring for their teams. Littlefield has traded players such as Jason Schmidt, Jason Kendall, Sean Casey, Aramis Ramírez, Chris Young, Gary Matthews Jr., and Kenny Lofton for little or nothing in return. That, my friend is futility and the reason why the Pirates are, once again, in last place.
